It is the usual Latvian cross on green background. Probably it
is influenced by the former Soviet/Russian domination, since
green was/is also the Border Guard color in Russia

The State Border Guard (Valsts RobeÅūsardze) of the Republic of Latvia is an armed service under the Ministry of the Interior. It is not to be confused with the Latvian Coast Guard which is part of the Latvian Navy.
State Border Guard vessels fly the National Flag at the stern , as well as the Border Guard Flag on the gaff of the mast (Source).
